To jointly build the "the Belt and Road", energy cooperation is the top priority. Zou Lei, secretary of the Party Leadership Group and chairman of China Datang Corporation, said in an interview with China Energy News that, as a large central energy enterprise in China, China Datang Corporation (hereinafter referred to as "China Datang") has actively implemented the initiative of jointly building the "the Belt and Road" for 10 years, promoting energy cooperation from "freehand brushwork" to "fine brushwork", and has also achieved new results in international business development.

 

Focusing on Main Responsibilities and Businesses, Seeking Development with "High Quality"

 

The "the Belt and Road" is a global development road and a win-win road. On the basis of focusing on the main responsibilities and businesses, high-quality participation in the construction of the "the Belt and Road" is a specific practice for Chinese enterprises to implement the requirements of high-level opening up. Over the past 10 years since the joint construction of the "the Belt and Road", China has established an intergovernmental energy cooperation mechanism with more than 90 countries, regions and international organizations, and carried out extensive cooperation in energy trade, investment, equipment, technology, standards and other fields.

 

Zou Lei introduced that China Datang is actively engaged in the construction of the "the Belt and Road". It has a total overseas assets of about 27.5 billion yuan, nearly 1600 Chinese and foreign employees, 7 overseas projects put into operation, including 1 power grid, 2 hydropower stations and 4 clean coal power. The total installed capacity under construction and in service is 1.5 million kilowatts. The power grid project includes 3 substations and 294 kilometers of lines.

 

Zou Lei stated that currently, all active projects have maintained safe and stable operation, creating good social and economic benefits, promoting international production capacity cooperation in a mutually beneficial and win-win situation, and making positive contributions to promoting the economic and livelihood development of the host country. In addition, China Datang has also undertaken all four phases of power assistance projects for the Democratic Republic of Sao Tome and Principe in Africa, successfully fulfilling the solemn mission entrusted by the state.

 

The "the Belt and Road" energy project cooperation highlights the charm of central enterprises. Clean and low-carbon development has become a development trend. The coordinated promotion of the green "the Belt and Road" construction is of great strategic significance for improving the level of green and low-carbon development in opening up. The Hainan International Carbon Emissions trading Center, jointly established by China Datang, is China's first carbon market with internationalization as its main feature, and also the junction point of domestic and foreign carbon markets. It will set a positive example in exploring the introduction of foreign investors and the interconnection and exchange of transactions with the international carbon market, promoting high-level opening up and high-level international cooperation, and implementing the "double carbon" goal.

In March 2014, Cambodian Prime Minister Hun Sen personally cut the ribbon for the commissioning of the Stenwoday Hydropower Station and Phnom Penh Bodhisattva Battambang Power Transmission and Transformation Project invested and constructed by China Datang at the Bodhisattva Substation, and praised China Datang for "building roads and cars" for Cambodia, becoming a model of friendly cooperation between Chinese enterprises and the Cambodian government. Since its operation, the Stenworde Hydropower Station has generated over 2.7 billion kilowatt hours of clean electricity, and Datang has transmitted over 21.4 billion kilowatt hours of electricity to the Cambodian power grid, promoting the development of Cambodia's electricity industry. At the second "the Belt and Road" Energy Ministers' Meeting held in October 2021, the Myanmar Thái Bình River Level I Hydropower Project developed and constructed by China Datang won the "Best Practice Case of International Energy Cooperation". Since its operation in 2010, the power station has achieved a cumulative power generation of over 10.2 billion kilowatt hours, effectively solving the long-term power consumption problem in the Bamo region of Myanmar, promoting rapid economic development in the local area, and receiving high praise from the Myanmar government and people.

 

By co building the "the Belt and Road", Chinese enterprises have a broader space for development, and Chinese and foreign enterprises have jointly built a new stage of cooperation to achieve mutual benefit and win-win results. Since Sumsay, Kendari and Calden, three clean coal power plants under the jurisdiction of Indonesia Golden Light Corporation, were acquired by Datang, China, their operating efficiency and safety index have significantly improved, which has promoted the safety and development of energy and power in the host country and enhanced the global competitiveness of local enterprises.

 

Focusing on fulfilling responsibilities, taking responsibility, and creating a win-win chapter together

Taking the Stenwodai Hydropower Station in Cambodia as an example, Datang has taken the initiative to change the 6-km open diversion channel into an underground culvert, effectively protecting the local Old-growth forest ecology, regularly replenishing ecological water for the river channel, and maintaining the local Balance of nature; In Sulawesi Province, Indonesia, China's Datang Power Plant initiated the "Long term Ecological Protection Plan for Coral Reef Restoration" in the nearby waters and established a fund to guide local people to establish sustainable development concepts and maintain marine ecological health; Indonesia Datang Jinguang Power Co., Ltd. has opened up a path of corporate social responsibility practice based on poverty assistance, health and epidemic prevention, medical assistance, environmental protection, economic development, cultural exchange, donation for education, skill training, and infrastructure construction, and has repeatedly won the Indonesia Social Responsibility Four Star Award.
